HEERF I - CARES Act
Quarterly Report (Previously the 45 Day Report)
Section 18004(e) of the Coronavirus Aid, Relief, and Economic Security Act (CARES Act), Pub. L. No. 116-136, 134 Stat. 281 (March 27, 2020), directs institutions receiving funds under Section 18004 of the CARES Act to submit a report to the Secretary of Education describing the use of funds distributed from the Higher Education Emergency Relief Fund (HEERF). On May 6, 2020, the U.S. Department of Education (the “Department”) released preliminary reporting guidelines for institutions receiving HEERF; this Report follows such guidance and the reporting requirements under the Certification and Agreement.
In compliance with those requirements and as set forth in the May 6, 2020 guidance, Haverford College (“Haverford” or the “College”) is posting the following information:
- An acknowledgement that the institution signed and returned to the Department the Certification and Agreement and the assurance that the institution has used, or intends to use, no less than 50 percent of the funds received under Section 18004(a)(1) of the CARES Act to provide Emergency Financial Aid Grants to Students.
- Haverford College (“Haverford”) signed the Certification and Agreement for Emergency Financial Aid Grants to Students under the CARES Act to the Department of Education. These funds were awarded to the College on May 29, 2020. Per the agreement, Haverford will use no less than 50 percent of the funds received under Section 18004(a)(1) to provide emergency grants to students.
- The total amount of funds that the institution will receive or has received from the Department pursuant to the institution’s Certification and Agreement [for] Emergency Financial Aid Grants to Students.
- Haverford College was allocated a total of $873,803 under Section 18004(a)(1). Haverford received $436,902, approximately 50% of the funds, for emergency grants to students.
- The total amount of Emergency Financial Aid Grants distributed to students under Section 18004(a)(1) of the CARES Act as of the date of submission (i.e., as of the 30-day report and every 45 days thereafter).
- As of August 14, 2020, Haverford has distributed $433,520 to students under Section 18004(a)(1) of the CARES Act. A total of 412 grants were awarded and the grants ranged from $320 to $1,350 each. The grant amount was based on the level of the expected family contribution (EFC) within a series of six (6) EFC bands, resulting in an average grant per student of $1,052.
- The estimated total number of students at the institution eligible to participate in programs under Section 484 in Title IV of the Higher Education Act of 1965 and thus eligible to receive Emergency Financial Aid Grants to students under Section 18004(a)(1) of the CARES Act.
- As of the end of the Spring 2020 Semester, approximately 520 students at Haverford College were eligible to participate in programs under Section 484 in Title IV of the Higher Education Act of 1965 and thus eligible to receive Emergency Financial Aid Grants to students under Section 18004(a)(1).
- The total number of students who have received an Emergency Financial Aid Grant to Students under Section 18004(a)(1) of the CARES Act.
- As August 14, 2020, Haverford College has awarded $433,520 to 412 students.
- The method(s) used by the institution to determine which students receive Emergency Financial Aid Grants and how much they would receive under Section 18004(a)(1) of the CARES Act.
- Haverford’s methodology for determining which students receive Emergency Financial Aid Grants and how much they will receive under Section 18004(a)(1) of the CARES Act is based on the instructions and guidance provided by the CARES Act, the U.S. Department of Education, Federal Student Aid, and the Certification and Agreement. Specifically, and consistent with that guidance and the discretion granted to higher education institutions to set forth a distribution process, Haverford prioritized students with the greatest need who also meet the Title IV eligibility criteria and incurred expenses related to the disruption of campus operations due to coronavirus.
- Any instructions, directions, or guidance provided by the institution to students concerning the Emergency Financial Aid Grants.
- Haverford maintains a COVID-19 website which provides access to pertinent information about the Emergency Financial Aid Grants. Students who are not eligible for Emergency Financial Aid Grants but are experiencing financial hardship are encouraged to apply for LIFTFAR funds through the Dean’s Office.
As of September 28, 2020, the College will update this information no later than 10 days after the end of each calendar quarter: 9/30, 12/31, 3/31, and 6/30 until further notice.

From January 1, 2021 through March 31, 2021 no additional grants were distributed to students.*

From April 1, 2021 through June 30, 2021 the remaining $3,382 was distributed to students under Section 314(a)(1) of the CRRSAA Act. All CARES Act (HEERF I) funds have been fully spent.
