War crimes prosecutors say they want to indict those responsible for crimes. That can include the architects of a crime, those who conspired to commit the deed and those who gave the orders for it to be carried out. Under the tribunal's mandate, failure to punish a war crime or to halt a crime are grounds for indictments.
Only Serb leader Radovan Karadzic and his top general, Ratko Mladic have been indicted for the Srebrenica massacres, but more indictments are expected in the case.
