The engine runs off of the temperature difference between the two metal plates. The expanding warm air and the compressing cold air by the opposite plate keep the foam pad in constant motion between the plates. This thermodynamic tug-o-war provides the energy to run the engine.

After the engine is set on top of the hot or cold source for a moment, give the prop a push. The effective speed of the prop can be increased by creating a greater differance in temperature on the top plate.
