This paper concludes that if TLC is used instead of CD4 cell count to determine when to start ARV therapy, as suggested by the WHO, about 1 of 3 patients whose HIV status calls for ARV therapy will not receive it.  This finding emphasizes the need to boost testing in resource-limited settings, in accordance with the Maputo Declaration. [9]
