In terms of this experiment, basal conditions refer to the subjects' state of being under a normal, or base, amount of stress.  Thus, the amount of GCs secreted in basal conditions reflect the level of GCs in the absence of stress.  This experiment also measured the adrenocortical response to stress, for which stress conditions were analyzed.  Stress conditions represent the subjects' state of being under induced stress.
