Edgar Armando Guiteirrez was the director of Guatemala's Church-based truth commission (1995-98), Head of the Civilian Intelligence Bureau (2000-2002) and foreign Minister (2002-2004). He is currently a consultant, director of the think tank DESC and editor of the review, Informe Guatemala.
